Personnel take Webinar on Delegation of Authority on Procurement, Financial Matters, and Externally-Funded Projects

A total of 61 UP Mindanao staff members from both organic units and externally funded projects participated in a webinar held on June 23, 2025, to familiarize themselves with Administrative Order LAEM 2025-104_v00 issued by the Office of the Chancellor.

Dated June 2, 2025, the administrative order—titled Delegation of Authority on Procurement, Financial Matters, and Externally-Funded Projects—seeks to enhance institutional efficiency and effectiveness in accordance with Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Act of 2018.

The order outlines key provisions delegating authority in procurement, financial transactions, and externally funded initiatives to designated officials other than the Chancellor. While authority is delegated, the designated officials remain accountable for all actions undertaken and are expected to uphold standards of due diligence, transparency, and integrity.

This delegation is part of UP Mindanao’s broader commitment to decentralize administrative decision-making and empower responsible personnel to act within their areas of competence—subject to compliance with existing university and government policies and regulations.

The initiative also aligns with the mandates of the Anti-Red Tape Authority (ARTA) and supports UP Mindanao’s continuous improvement efforts as part of its ISO 9001:2015-certified quality management system.

Administrative Officer Analiza Fulvadora from the Office of the Chancellor served as the resource person for the webinar, providing a comprehensive walkthrough of the order’s provisions and answering queries from participants.
